Northern Bruce Peninsula Council — Monday, August 10, 2026

Fire hall exhaust extraction approved: Council waived the formal quotation requirement under Purchasing Policy By-law 2023-38 and authorized the fire chief to contract with AIR Technology for diesel exhaust extraction equipment totalling $88,735 plus HST — $48,094 for a lane set unit and $40,641 for a firehole unit. The ceiling-mounted air handling system includes integrated CO and HCN monitors and meets Ministry of Labour occupational cancer prevention requirements. Staff confirmed no external funding is available to offset the cost; the Ontario Firefighter Protection Grant does not cover capital infrastructure of this scale.

Zoning amendment for 220 Tamarack Road advanced, final bylaw deferred: Council voted in favour of a zoning by-law amendment application from Serge Marsala to sever three lots (approximately 0.42 ha each) from a Resort Residential–zoned property on Walter Sharman Drive, reducing the minimum lot frontage from 35 metres to approximately 31.91 metres. Supporting studies including an Environmental Impact Study, archaeological assessment, and lot grading plan were completed; the EIS identified a Provincially Significant Wetland and permits only a single one-metre path to water — no docks, decks, or boathouses. Council deferred final adoption of the bylaw, tentatively to September 14, pending ecologist clarification on a condition requiring all machinery to be removed from site daily (an MECP requirement protecting Massasaga Rattlesnakes). A councillor suggested a temporary equipment fence as a possible alternative. Marsala, appearing as a public delegate, said the two-and-a-half-year application process was marked by escalating restrictions and characterized the regulatory approach as inconsistent with nearby municipal activities on the same waterway.

Procedural by-law updated with public recording carve-out: Council adopted an updated procedural by-law governing council and committee proceedings — covering inclement weather, virtual participation, and agenda format changes — but amended section 5.55 to permit public and media recording of meetings, after Councillor Sorab objected to a draft prohibition. The amendment passed unanimously before the main motion carried.

Six-month performance report received: The January–June 2026 report logged 100% critical system uptime, 133 building permit applications (116 issued), and capital project completion at 28% against an 85% target — staff attributed the gap to winter construction limits and noted 85–87% of projects are already tendered or RFP’d.

Other business: Council approved a farm crossing culvert on the Judges Creek Municipal Drain at the applicant’s cost, lifted a holding zone at 590 Lot 53 (133 Eagle Road), received the Chamber of Commerce MATT Strategic Plan for information, and directed the fire department to expand FireSmart public education. Bylaws 2026-61 through 2026-64 — covering committee appointments, lame-duck delegation of powers, the Lot 53 holding zone update, and a confirmatory by-law — all passed unanimously.
