Meaford Regular Council — Monday, September 28, 2026
TC Energy Pre-Development Agreement — In the session’s dominant item, council voted 5–2 to formally notify the community that its pre-development agreement (PDA) with TC Energy is executed and in force. Authorized at the July 27 meeting and signed before September, the deal delivers more than $3 million from TC Energy to Meaford over three years — two $500,000 payments before year-end, $1 million in 2027, and $1 million in 2028 — with no municipal money flowing to TC Energy. Five public delegations opposed the agreement, citing the proximity to the municipal election, the confidential full text, and arguments that the original 2023 council resolution conditioned willing-host support on completed environmental assessments still in progress. CAO Everett clarified the PDA does not constitute a willing-host declaration and does not bind a future council; a four-member vote to become an unwilling host would void future payments without financial penalty to either side.
FOI filing directed — A unanimous amending motion directs the CAO to file a Freedom of Information request on council’s behalf expressly to make the PDA text public. The process requires a minimum 20-day third-party notification period for TC Energy and will likely fall to the incoming council to conclude.
Ditching contract cancelled; excavator purchase forwarded — Council unanimously cancelled a $100,742 roadside-ditching tender (Robinson-Hollage Inc.) and directed staff to bring an excavator purchase award report to the new council. A tracked excavator from Sanny is quoted at $210,499 through CANOE procurement; with an estimated $30,000 trailer, the total approaches the $250,000 budget set earlier this year. Staff noted the contract would have yielded only 12 km of ditching with no retained asset, while an in-house machine is projected at roughly 25 km per year across Meaford’s 330-km rural road network.
Memorial Park road awarded — EC King Contracting received the $232,657 Memorial Park Road Reconstruction contract. A $45,157 transfer from the Memorial Park Reserve Fund bridges the funding shortfall. The road widens from 3.5 to 5 metres, with the added width designated for pedestrian use; lighting is deferred to the 2027 budget.
Parking lot stalled — Construction at the 28 Nelson Street parking lot remains on hold after a buried tank was discovered on site. Contamination testing returned clean results; soil removal must be completed before work resumes. No updated schedule is available.
Meaford Hall surcharge removed — Following a delegation by Meaford Culture Foundation chair Dan White, council unanimously directed staff to remove a $3-per-ticket surcharge for community events from the 2027 Fees and Charges Bylaw; a staff report on revenue impact will follow.
By-laws passed — 2026-75 established the Grey County Compliance Audit Committee; 2026-76 appointed its members; 2026-77 assigned a councillor to the Accessibility and Heritage Advisory Committees. Confirming By-law 2026-78 passed unanimously.
