Bruce County Council — Thursday, September 17, 2026

Homelessness costs declared unsustainable. The meeting’s dominant issue was a deepening emergency shelter crisis. The Warden told council that homelessness program costs have quadrupled in the past year to approximately $2.7 million and the county is on pace to exceed 20,000 shelter nights in 2026 — up from roughly 10,000 in 2024. A projected $2.28 million Human Services budget shortfall is flagged for 2027, with a levy impact anticipated. The Warden proposed shifting roughly $2 million from emergency motel-based spending toward long-term supportive housing, and called for a joint county–lower-tier task force to coordinate response. A Housing and Homelessness Plan comes to council in October.

Bruce C nuclear readiness update. Staff reported active work with Bruce Power, Kincardine, and Saugeen Shores as the Bruce C project advances through federal impact assessment. The county has hired a consultant to develop baseline and Bruce C growth-scenario forecasts, with results expected in 2027. A housing and transportation readiness strategy is being launched, and regional readiness applications have been submitted to study education, childcare, and healthcare impacts. Warden raised a separate concern: a proposed 400 MW battery storage project in Saugeen Shores (Neowen) is moving through standard planning channels, and she questioned whether the county has adequate technical capacity to evaluate a project of that scale.

Paramedic dispatch overhaul set for October 14. Council received a report on the Medical Priority Dispatch System, launching October 14 through the London Central Ambulance Communication Centre. MPDS is provincially mandated and evidence-based; other Ontario municipalities have seen fire department callouts drop up to 30%. Shared response agreements with municipal fire services have completed legal review and will circulate to lower tiers for feedback.

Long-term care staffing rebalanced. Council approved a budget amendment reallocating $246,618 from nursing agency costs to add 4.6 FTE housekeeping positions at Bruce Lee Haven, addressing a disparity with Gateway Haven (13.8 vs. 21 housekeeping minutes per resident daily). The amendment carries no levy impact.

Museum strategic plan endorsed. Council unanimously approved the Bruce County Museum and Cultural Centre Strategic Plan 2027–2030, a 27-action framework developed with TCI Management Consultants following nearly 400 community survey responses.

Delegations deferred. Representatives of the Children’s Safety Village and Saugeen Hospice each appeared before council. The hospice delegation requested Bruce County co-sponsor a $350,000 family reflection room alongside Grey County. Both requests were referred to staff for 2027 budget deliberations.

Q2 finances. Year-end surplus is forecast at just under $4 million, including a $2.5 million unbudgeted gain from reinvestment of principal protected notes. Excluding that gain, the operating surplus is approximately $1.3 million (0.64% of budgeted expenditures).
