Bruce County Council — Thursday, November 5, 2026
Indigenous repatriation approved: Council unanimously approved the Phase 1 Indigenous Cultural Belongings Project report (MUS-2026-017), authorizing repatriation of cultural belongings to the Squamish and Haida Nations and out-of-province staff travel to accompany the artifacts per each nation’s preferred cultural protocols. Phase 1, conducted in collaboration with the Saugeen Ojibwe Nation Environment Office and the Great Lakes Research Alliance, produced attributions for approximately 100 belongings and generated 14 recommendations for ongoing collections management. Items determined to be part of an unauthorized commercial market will be destroyed.
Conservation authority governance concerns: Council directed staff to formally invite Lake Huron Regional Conservation Authority leadership to appear before council to explain the authority’s structure and its expected relationship with Bruce County. Councillor Hamill flagged it as a significant new budget item needing scrutiny before any funding approval; the Warden estimated costs could exceed $1 million in new annual expenses beginning in 2028. Council noted a statutory deadline to appoint a county member to the authority by February 1, 2027.
Bruce Power monitoring agreements: Council passed Bylaw 2026-044 and Bylaw 2026-045 amending two existing agreements with Bruce Power LP — one updating monitoring equipment locations and explicitly establishing access rights within county road rights-of-way, the other expanding the licensed area at the Paisley Patrol Yard by approximately 18 square metres for additional sampling equipment. The Paisley agreement replaces a previous 21-year term with a 5-year auto-renewable structure. Councillor Craig flagged the absence of inflation indexing in both agreements as a broader municipal concern; staff confirmed indexing is being applied to new agreements going forward.
Advocacy platform endorsed: Council endorsed maintaining its existing government relations platform (GR 2026-044), moving natural gas infrastructure from active advocacy to monitoring following provincial expansion progress. Staff will bring six delegation requests to the 2027 ROMA conference covering community paramedicine, housing and homelessness, regional transportation, and other priorities.
Paramedic recognition: Bruce County paramedics received multiple provincial and national honours, including the Governor General’s EMS Exemplary Service Medal (four recipients), Cardiac SAVE Awards (six), Pre-Hospital Newborn Delivery Awards (seven), and Medical Directors Commendation Awards (four). Paramedics Brittany Kealy, Derek Stevenson, Mike Bonert, and Robert Wagner received additional collective recognition for saving Wagner’s mother’s life.
Other business: Council approved Bylaw 2026-047 for a Canada-Ontario Community Housing Initiative repair funding agreement with Formosa Seniors Non-Profit Housing Corporation, and Bylaw 2026-046 for a museum storage lease at 32 Crichton Road, Wiarton. A county-wide team was recognized for coordinating Bruce County’s participation in the 2026 International Plowing Match, which drew more than 70,000 attendees. The meeting was the Warden’s final as warden; Councillor Craig also stepped down from council.
