Arran-Elderslie Regular Council Meeting — Monday, September 14, 2026

Tara Community Centre roof: Council awarded a roofing contract to T. Hamilton and Sun Roofing Incorporated at $290,300 excluding HST — well under the $374,000 capital budget. The existing roof was found to have two overlapping systems and had caused major leaks. The replacement includes improved insulation and a 20-year warranty; completion is targeted by October 23, ahead of the hockey season.

Erin Landfill leachate system: Walker Construction was awarded RFP PW-226-08 at $99,650 plus HST to complete Stage 3 base work and contingency leachate piping at the Erin Landfill, adding roughly 12 more years of capacity. Costs came in higher than anticipated; funding will be drawn from unused 2026 bathroom contract budget.

Equipment purchase: Council approved a 2022 New Holland T6 180 tractor at $227,300 excluding HST from Roberts Farm Equipment, trading in the worn-out 2009 unit for $46,000. A snow blade was approved separately at $19,900. Funds were pooled from three capital lines; the CH-14 blower replacement was deferred to 2027–28.

Lame duck period triggered: With fewer than six of seven council members having filed to re-run, Arran-Elderslie has entered the Municipal Act’s restricted-acts period effective immediately. Council cannot make major appointments, hirings, property disposals, or unbudgeted expenditures over $50,000 until the new council’s inaugural meeting; the CAO’s delegated authority will keep operations running.

Minor variance — Arnold Street, Paisley: Minor Variance A-2026-021 was granted for 321–333 Arnold Street, permitting reduced lot frontage (5.8 m for interior units) and increased lot coverage (45%) for an RT2-zoned townhouse development. No public submissions or speakers opposed. Councillor McHenry raised concern about direct stormwater discharge into the adjacent river; staff noted the design provides water quality, not quantity, control.

Pedestrian crossing study / public delegation: A resident urged council to ensure the Paisley pedestrian crossing study applies a specialized weighted methodology — not a standard road-tube count — given the area’s high proportion of vulnerable users. She also stated four residents who filed formal Ontario Human Rights Commission accommodation requests over 30 days prior had not been contacted by the municipality; the Mayor committed to following up with the CAO.

Conservation Authority budgets: Grey Sauble and Saugeen Valley each presented their final standalone 2027 budgets ahead of a February provincial amalgamation into a new regional CA. Arran-Elderslie’s proposed levies: $57,000 to Grey Sauble (up $2,200) and a **1.1% increase ($760)** to Saugeen Valley. Paisley Dyke Phase 1 erosion repairs are set to begin this fall, with $50,500 in the Saugeen CA capital plan.

Bylaw 66-2026 (Customer Service Policy) passed three readings with one recorded opposed vote. Councillor Patterson argued the term “inappropriate behaviour” should be defined within the bylaw itself rather than a separate policy document, and expressed preference for leaving adoption to the incoming council.
